GANG/MC MLOs

There are already a lot of Gang MLOs around the city that gangs can claim as their own. There is no fee to use an MLO, and they are available to the first gang to take control of it. These differ from Gang Hideouts that are part of the gang system and are used as the gang's default hangout spot.
