Gang Rules
Definition
The definition of gang includes but is not limited to members that share an identity, typically linked to a name, and often other symbols. Members that view themselves as a gang, have some permanence and a degree of organization and are involved in an elevated level of criminal activity.
Gang Hopping and Limits
There is a 7 day cool down between leaving and joining a gang.,
If a gang is caught breaking said rule they are susceptible to receiving a strike.,
Players that are gang switching without following this rule could face disciplinary action,
Exceptions:
Gang trading is acceptable and you are not subject to the 7 day cool down.,
If you are in a gang that gets disbanded then you may join another gang and it does not subject you to the 7 day cool down.
Blood In / Blood Out
Gang membership follows the “blood in/blood” out rule. Entering a gang fully exposes the member to the gang's rules and processes. It is up to the gang leadership to make clear what the terms are for leaving or being bled out. Members may be allowed to leave on good terms determined by the remaining gang members; however, if the character is found to violate the terms of release. A bleed out will be subject to the gang’s processes in their by-laws.
New Gangs
All new gangs will be considered unrecognized upstart gangs and must have approval to run as an upstart gang from the gang council. Upstart gangs are allowed to do all gang-related activities except gang wars and gang beef. Upstart gangs should be focused on proving that they deserve to be a recognized gang.
Naming Your Gang
You may not under any circumstances use the name of a real-life gang, hate group, or criminal organization. This is against the FiveM/Rockstar PLA/TOS
These include but are not limited to: MS13, Crips, Bloods, KKK, Dixie Mafia, etc.
GENERAL GANG RULES
Recognized Status
Becoming a recognized gang in the city is a big deal, but it also is not easy. Our city does not force you to create applications in discord with long backstories and documentation. Everything is done in city and is organic. Earning a recognized spot is a big deal and a big undertaking.
So how do you become a recognized gang in the city?
You already completed the first step by getting approval to form an upstart from the gang council.
During your two-week warm up period how, your gang operates is being closely monitored by the gang council. Every action you take is a mark in the ledger, so act wisely.
After your two-week warm up period you may once again approach the council and ask for consideration to become recognized. Make sure you are ready!
You will need to provide each member of the council with a specific number of Elite Coins. So, make sure you are collecting and protecting those coins.
If your gang has proven yourself to that council member, they will give you and Elite Key in exchange for the coins. That is their way of accepting you.
If you have received an Elite Key from every member of the council, you will be allowed to speak with the Godfather who will give you the final item you need to become recognized in exchange for your Elite Keys.
Once you have the final item and $1.5 Million dollars you will be shown to Franklin's bodyguard
Who is this gang council?
The gang council is made up of all of the gang leaders of recognized gangs in the city. They control all gang activity in the city, and it is your job to prove you should be among their ranks.
More details of the gang councils' responsibilities are included later in these rules.
Recognized Gang Benefits
Recognized Organizations can:
Use any gang MLO compound already in city free of charge.
You can purchase other options from our Tebex store, but these are 100% optional and are in no way required to be a gang.
Purchase a custom MLO/Compound to be placed on your turf. (Request in a ticket to confirm the MLO and price which is subject to change) (if open),
Add custom sprays and EUP (if open).,
MLO’s, EUP and Sprays must first go through approval in a ticket in Discord, via your organization’s leadership.,
All benefits are subject to removal if recognized status is revoked.
Going under the 5-member minimum will revoke your recognized status., Note that this is not an instant thing. Your leadership will be called by the rest of the gang council and given a two-week warning to get you numbers and activity back up before it is remove. Removal will be done at a gang council meeting with the Godfather present.
Organizations are allowed to own businesses.
Must comply with all business rules and representation of your organization on the business property. Review business rules for more information on this.
Your gang must operate the business properly; it cannot be used as a passive income farm.
General Guidelines
Gangs are still expected to follow all DRP server rules. This includes LEO interactions. Any criminal action in or outside of the gang turf must still adhere to all the DRP General Rules.
Each gang leader is expected to make sure that their gang members are following server rules.
Gang Colors
Gangs cannot dictate the color of mask, clothing or cars to any player. Only exception is if someone is found to be wearing a specific gang EUP.
Civilian Interactions
Gangs that control a block are allowed to chase out any unwanted persons from the territory that are posing a threat to the gang and are allowed to protect their territory from rival gangs except for when safe passage must be allowed.
Safe passage to critical in-game assets must be allowed for civilians if no other alternative to that asset exists in the city.,
The use of vehicle sales locations, and supply stores (food or utility) must not be hindered. This includes gas stations in your area.,
Drug locations are NOT Critical In game assets.,
If civilians are caught selling drugs or robbing stores within gang territory by the gang that controls the area, they are subject to taxes, threats, and up to violence.,
Gangs are allowed to first press then escalate to violence if a civilian is seen wearing their gang bandana.,
At any time a civilian is in a gang territory causing trouble there will not be a limit of gang members that can protect the territory.,
Gangs cannot chase out people that are simply roleplaying as a civilian not doing criminal RP., unless that civilian is specifically trying to provoke a response from the gang.
You may press other gang members in your territory if they have other options to obtain said asset.,
Gang members can rob civilians. If you are a hangaround for an organization, you are not considered a civilian anymore and can be robbed. If you are a civilian hanging out with criminals/gang and you have now put yourself out there to be robbed, shot at or killed. Gangs must follow the same robbing players rules as everyone else as listed in the player guide.
Law Enforcement / EMS Interactions
Violence must be the final step when interacting with cops that inject into gang on gang activity
Police must not be interfered with while conducting police business (i.e.. traffic stops) unless the situation involves your gang as a whole.,
Law enforcement will be trained to not shoot on sight, the same rules must be followed by the gangs as well.,
You cannot make police leave and you must fear RP if police arrive and scatter.,
EMS will not be a gang's personal revive bot. Should your character be injured or go down in a gang-on-gang situation, EMS will not come on the scene until the end of the RP. If the RP is in a red zone (trap houses, drug processing, etc.), EMS may not respond.
Penalizations & Discipline for Gangs
Gang punishment is determined by the Godfather and the gang council. Any penalties, fines and punishments are determined by the council members not involved is handed down during a gang council meeting.
We also utilize our Gang Menu system to provide punishment by timing a gang out from certain activities for a period of time.
Any specific guidelines and restrictions your gang is given will be provided to you at the time of the gang council meeting. These must be followed or face further punishments.
Gang Rivalries
Gang Rivalries are not war.,
Simple disrespect between gangs must NOT lead to an escalation higher than disrespect (trash-talk) without prior escalation. (i.e you cannot go straight to shooting.),
Rivalries must be had before war is started.,
You must always RP before starting a rivalry. Rivalries cannot be initiated via drive-bys in opposing gang territories, in fact a drive by should not be used in the early phases of a rivalry.
You are subject to police interactions, you cannot make police leave and you must fear RP if police arrive and scatter.,
Simple things like kidnappings, stabbings etc, fall under the rivalry category.,
If a scene ends with a shooting there must be 30 minutes from the time the last person is revived before you enter their territory again to start another scene or initiate another conflict.

Gang War
Gang Wars must follow a natural evolution of roleplay. Something crucial within RP must happen between the two parties in order for a war to happen. War is serious and because of that must be approved by the gang council.
In order to invoke a war the two rivaling parties must present their cases to the gang council. They must explain why there can be no peace between the two without a war. They must also present to the council their desired outcome if they win the war.
The council will consider the request without the other two gangs present and determine if the events leading up to the parlay do indeed justify war. The council when then either approve the war or in some instances provide an alternate solution. ex. Gang A pays Gang B $250K for their transgressions.
If the gang council denies war, then the rivalry and escalations can continue but there cannot be a request for war for 2 weeks.
If the council approves the war, then the council will set the location of the war and dictate the terms of the war that they accept.
There will be one-round, winner take all in the location of the councils choosing. In order to win the war the opposing side must put down the opposing members.
During a gang war you may not rob the opposing gang.
Gang Member Scene Limits
Unrecognized Gang
5 members allowed for gang on gang interactions,
4 members +1 lookout for criminal interactions,
Recognized Gangs
7 Members for gang on gang interactions,
6 members + 1 lookout for criminal interactions,
If you are pushed on your BLOCK you can use all your members. This does not include any territory you have taken over, it must be the zone you registered with Franklin.
Members that are not verified on your roster in the gang menu CANNOT flag your gang or be included in gang activity as a member.,
Alliances
Your gang may have one alliance. These alliances are not official unless they have been registered in the gang menu. Alliances have special perks as defined in the gang menu.
During a gang council meeting all members must make decisions as if they have no allies.
Gang Discords
These are optional, if you want one that is fine, but you are not required to have one and you are not required to have anyone from DRP staff in your Discord.
Gang Council and Godfather Finality
The gang council and godfather decisions are final and are not negotiable. Failure to adhere to the decisions made by the gang council will result in suspension of colors and activities for 2 weeks. Any grievance during that two will be handled by the Godfather.
If your gang violates any of the gang rules / guidelines, you will be subject to repercussions form the gang council.
