Definition
The definition of gang includes but is not limited to members that share an identity, typically linked to a name, and often other symbols. Members that view themselves as a gang, have some permanence and a degree of organization and are involved in an elevated level of criminal activity.
Gangs are still expected to follow all PHRP server rules. This includes LEO interactions. Any criminal action in or outside of the gang turf must still adhere to all the PHRP General Rules.
Each gang leader is expected to make sure that their gang members are following server rules.
Gang Colors
Gangs cannot dictate the color of mask, clothing or cars to any player. Only exception is if someone is found to be wearing a specific gangs custom clothing.
Gang Script
We use a gang scrip that allows of some very detailed and interesting gang roleplay. We have high expectations for all gangs in the city, regardless of their type.

Formation, Membership and Minimums
Establishing an upstart gang follows a few specific steps:
Your potential leadership must make contact with the gang council and introduce themselves.
They should make it clear to the gang council that they seeking to establish an upstart organization in the city.
They must tell the gang council the type of organization they intend to run (MC, South Side, Cartel, Mafia, Syndicate, etc.)
After initial contact with the gang council the gang will have two weeks to operate in city and show who and what they are.
At this time, they may participate in any and all gang activities except for Gang War and Gang Beef.
You can occupy a territory at this point but your gang will not have access to the gang system, gang menu or be able to control turf.
Membership Details:
There must be a minimum of 5 full members (not hang-arounds or prospects) in the gang before you can request for your gang to become recognized. (This minimum can be lowered at the discretion of the gang council)
You must maintain 5 members to remain a group. A grace period of 2 weeks will be given to get back to the correct number of members before the group is disbanded. (If the gang council allows you to start with less than 5, they will give you a time frame to get your numbers up to 5)
Focus
Your gang should have a primary focus. You can dabble in different activities but your gang focus should be on a given task. For example you might be into gun running, pulling heists, selling drugs, etc.
Along those lines you should also have a set of guidelines and principals that you follow. For example, maybe you really don't like drugs.
Your guidelines and principals should dictate who you align yourself with, how you do business and how you recruit.
