Gang Council & The Overseer

Why use this system?

Over the years I have seen several different ways that gangs are handled and all of them break a lot of immersion and have lots of accusations of favoritism. This system allows for gangs to be involved in their own policing while also proving interesting roleplay for everyone involved.

Who is the Overseer?

The Overseer is the final say at a council meeting. He can break tie votes, administer punishments, and reprimand any gang for violations without approval of the council.

Lore

The Overseer is a former street gang member who grew to be respected and feared by all criminals in the city. He rose up during a time of extreme violence and unrest in Los Santos and was the last man standing in a bloody war that saw eight gangs vying for power and control of the city. As new gangs attempted to rise to power they found themselves at the mercy of the Overseer who dictated that a new day for criminal organizations was upon the city.

Now a legit businessman, maybe, he is still feared. The whispers of his name and his once violent crew still echoes through the streets of Los Santos and no one dares to cross him. He no longer participates in drugs, heists, or minor crimes.

Out of City

The Overseer is played by the owner of the city, as a way to help keep one of the most toxic elements of roleplay in check, the overseer character is meant to provide roleplay infrastructure to systems that previously required immersion breaking Discord tickets, applications and more.

Who is the council?

The gang council is made up of all of the gang leaders of recognized gangs in the city. They control all gang activity in the city, and it is your job to prove you should be among their ranks.

A gang leader may designate a proxy in their place as the council member. This proxy can make decisions without the gang leaders approval at Gang Council so the gang leader should choose wisely.

Two members of each gang may attend gang council meetings, the council member and a backup. All other members must wait outside.

Gang Council Rules

  • No weapons are allowed into the main council chamber. A stash is provided for players to stash their weapons when entering

  • No violence is allowed outside of the council chamber while a meeting is taking place this applies to fifteen minutes before or fifteen minutes after a meeting has taken place.

  • The council is an official process and the decisions made in roleplay are binding decisions that apply as if they were an official rule found in this rule book

Decisions

The gang council and Overseer decisions are final and are not negotiable. Failure to adhere to the decisions made by the gang council will result in suspension of colors and activities for 2 weeks. Any grievance during that two will be handled by the Overseer up to and including disbandment.

If your gang violates any of the gang rules / guidelines, you will be subject to repercussions form the gang council.
