Neutrality

EMS is a neutral element in the city. They must not show favoritism to LEO or Criminals. EMS can go off duty and EMS can engage in all activities in the city, including illegal activities, however they can not join gangs and getting caught and/or arrested can result in the loss of EMS job and roles.
